they are flags as decoration that are made especially for that.

Nice idea. It would be as simple as just allowing one decoration to be put on top of the town hall (level 8-10). You could decide to put a flag there, a torch or even the windmill.
I agree, and you wouldn't have to pay anything. And heaven face it seems in every post I've read that you like to put down everyone's idea. Why don't you try to support and encourage.
