Just got TH8 this past week myself. My order of priorities in the near future are:
- Build any new traps/buildings
- Get walls up to level 5 and design a new base, afterwards double upgrade wall to level 7
- Max DE drill & upgrade lab
- Get all new defenses maxxed for a TH7 to match my other defenses
- Start on archer upgrade, afterwards priorities are (Wizards, Barbs, Giants, and Dragons)
- Start upgrading all defenses up one level, in the order (Mortars, Wiz Towers, AD (Level 6 Maxxed), Teslas, Archers, and finally Cannons)
I'm about halfway through this list, I would point out though at TH8 dark troops, especially hogs become much more important, so getting that DE drill up to level three is fairly important.

Troops upgrade should come first. Then defense in any order, my reason for this is because sooner or later you will realize no matter how strong your defenses are a advanced TH 9 will come and wipe your base. They usually don't care about elixir costs and see no problems sending 20 lvl 6 giants or dragon raging your base for your dark elixir. The only way to counter is to take more loot from others than you lose.
