I know this probably isn't what you want to hear, but your best bet is to be good at multiple strategies and choose the one that is best able to exploit the weaknesses of the base you want to attack rather than trying to make one tactic fit all bases.
Hogging still works on bases that aren't anti-hog, I use a variation of GoWiPe sometimes, mass dragon still works.
I got two three stars in our last clan war Friday/Saturday using baloonion, on a TH10 and a TH8. Most of the cities around my lvl had neglected their wizard towers for some reason. I showed them why they needed to upgrade them :)
I have lvl 6 baloons and lvl 3 minions. High lvl baloons are much more important than high lvl minions, but higher lvl minions can save you if all your baloons go down with a few defensive structures remaining or if you are close on time.
Lvl 6 baloons are pretty much a guaranteed three star on TH8, and it can work with lvl 5 if you have some skill.

Sorry I violated your macho code. I do what is best for my clan. Since each city has two attacks, sometimes the TH10s get all the nines leaving me with TH8s. I did point out that lvl 5 loons can 3 star TH8s if you have some skill.
Your suggestion invalidates OP's question. Might as well saying using Lv4 Golem as the best TH8 attack strategy.
That said, its better to have a repertoire of attack strategies for different bases. Or just stick to the flavor de jour - previously mass hogs, now 50/50 mass hogs/mass dragon.
In our previous war, there were at least 4 attacks with the 50/50 hog/dragon strat. Of the 4 that I watched, only 1 star was achieved. This could be a combination of base setup from a defensive perspective along with a poor offense, but it's definitely not a drop and watch strat.
All attacks were with lvl 3 dragons and lvl 5 hogs against th9's.

Mass Dragon, rage or lighting
Mass Loons for exposed air defenses
Giant/Healer/Wizard and PEKKA or Valkyries
Hogs still good but may want to lead with giants first
Valkyrie & Wizards with heal got a major boost. Best for tight bases. Not sure if healers work with this
Th8 has lots of options :)
I told him he needs to use a variety of strategies in my first response. He asked me to be more specific so I suggested adding balloonion. He asked for even more details so I gave them to him. Baloonion is a viable 3-star strategy for TH8 against TH8 if you have some skill using it.
Actually I was off topic to start with lol... the attacks I was referring to were th10's and 9's vs 9's.
And yes, totally agree with you on both counts. With dragons, it's not a "drop all in one spot and hope for the best" scenario, and not luring ENTIRE CC is a recipe for disaster in most cases (although some strats require more time and using the 30-60 seconds to lure the CC and take those troops down individually consumes way too much time).

My composition(th8):
10 Drags
25 CC Troops, drag if no air defenses exposed, hogs if 1 air defense is inside 1 layer of walls or wizards/giants if 1 air defense is outside the walls
3 Rage spells, used when drags are in range of air defense
Barb King, used to take out an exposed air defense or to take out outside buildings around where i will be attacking from.
Attack strategy:
1) Finding a base: look for one with exposed air defenses, air defenses near the outside, or 3/4 L5 or lower air defenses.
2) If any air defenses are exposed or near outside use use cc troops and barb king to take these out.
3) Choose a side to attack from, the side where the remaining air defenses are closest to.
4) If barb king was to used at stage 2, use it to take out outside buildings around where you will attack from.
5) Deploy all of your dragons in the same place(this means that they won't split up as much so rage spells will be the most effective as possible)
6) When in range of an air defense, use 1 rage spells per air defense or in the case of 4 air defenses use it for the 3 highest level air defenses or the 3 which are farthest away.
Few things to remember:
Take your time with you attack, you won't run out of time when using dragons.
Do not worry the opponents cc troops or archer queen, the dragons destroy these quickly whilst taking limited damage.
