I appreciate all the thought you've put into this, but I'm not a huge fan of the idea. No clan should ever surrender! Even when my clan is taking a beating (rare, but it happens), we do our best and try to learn from the experience. I would quit any clan where the leader just up and decides it's time to quit just because we "appear" outclassed, or find ourselves behind.
Why should the winning clan suffer a loot penalty because the other team wants to quit? Wouldn't the losing team always offer to surrender towards the end of a war?
That said, I do support the idea of allowing both clans to declare themselves "ready" before the 24-hour preparation day comes to a close. Why not let the war get started if both clans are ready to go hours into the process?
