I definitely like something of that idea, however there are some very large problems.
First some players may not get to raid in the war because the war has ended due to the leaders choice. This ruins the point of loot in clan wars.
Also its redundant, there is no point in having a clan surrender early. Anything could happen in the next several hours. To be honest this also will cause some loses that should not have happened.
Trolling, yes if one clan leader decides to surrender after the first couple hours, and the other is up by a few stars, they can accept and win. This would also ruin Clan Wars greatly.
I think that the Battle Day phase must remain a Day long and cannot be changed. However the Prep Day I believe could have a "Start War Sooner" option.

The Start/Surrender Button.
These two buttons are prior to clan war starts. The clan is able to choose rival clan by start or surrender. When the clan war starts, there is no chance to surrender anymore. When the clan press surrender, it is up to the rival clan to decide to start the battle or grant mercy to accept surrender. Surrender will not lead to any victory. It works like "Search" button in the game.
The Complete Button
When the clan is ready to complete the attack, the clan leader/co-leader can press the complete button. When the rival clan press the complete button. The clan war is complete. It means the battle day can be shorter than 1 day!
In this modes, clan leader/co-leader makes the decision to choose the rival clan and to complete the battle.
The clan who press the complete button first will receive 10% bonus on loot.
Push clan battle to move faster
1. The clan who is the first to start the battle would gain 10% bonus on the loot.
2. The clan who is the first to complete the battle would gain 10% bonus on the loot.
Balance the surrender
1. The clan can refuse other clan to surrender. The clan will lose 20% loot upon winning, Gain 20% upon losing.
When the clan is overwhelming, they refuse the surrender by bullying the victim clan, they must receive 20% punishment as lose of loot.
When the clan is overwhelming, they surrender to victim clan. The victim clan refuse the surrender and lose. The victim clan gain 20%.
Overall
In the raiding, we press "Search", the system give us village to raid. We can choose "Next" to go for the favorite village.
In clan battle, by implementing above system, the clan can choose the rival clan via start or surrender. Not only the system decides the battle but both clans.

Don't you think you are over complicating this?
You could just create a clan wars setting where there is the standard 2 day set up, 1 day set up (12hr prep/12 hr battle) , and a 12 hr set up (6 hr prep/ 6hr battle)
This is exactly what I was looking for... a way to cancel a war if your clan is over matched! Perfect way to solve the issue.
However, can you move from angel to barbarian classification or vise versa?
