In gold or so, you can be paired up with players about 200 or so trophies from you. I think that is the max.
I bet you skip those high loot bases just because they're th7s huh?
The matchmaking is made by your trophy range. The level has nothing to do with it.

Because they are in the same trophy range as you? Trophies mean nothing. A fully maxed th9 can go to 1600 and attack you. If you have full storages, you're dead to th9s, nothing you can do. th9 can 100% any maxed th8. Same with th10 to a th9 but a bit harder and expensive. There is no mercy in war.
