I want to know it too :D I have loons level 4.
Yes. I have used loons since TH6 as lvl 3. When I was TH7 I attacked bases with AD and Wiz Towers level 3 or below. I mostly used loons in clan wars. My army comp at TH7 was 30 balloons, rest archers with 2 rage and 1 heal spell.
if they are lvl 4 they work fine against other th7's.
do not attack th8's unless they are very premmie.
every th you go up the air d gets waaaaay better so loons dont scale well attacking higher lvl th's if they are not premmie. it's not just the xtra air d, it's the seeking air mines and wizard towers.
Personally, I'd recommend sticking with B-Arch at TH7 - great for farming at almost any trophy range, then just add spells (and BK, if you have) for wars, where you should be able to 2-3 star a TH7 and 2-star many TH8.
Works a treat, is quick and cheap, and reliable.

I would say yes. They are versatile for th7, hence the lack of air coverage for your level. Pick the right fight. And you will find it very successful. Happy clashing!:D
I use loons and drags at TH7 in CW.
6 drags (I only have 2 lvl 9 rax) 5 archers for the corner huts, rest loons, primarily to tank/take out the ADs.
