How about this: Those who receive the most heroic defence and most heroic attack by the the end of the war will receive a packet of 25 gems. This should encourage people to attack stronger bases and work harder to strengthen their own defences. The initial idea can surely be built upon.
I feel that I would be super rich in gems right now because our clan has won 18 wars. I don't think gems to the winning clan is a good idea.
I like this twist on the idea better because it is a bit more difficult to be the Most Heroic something. Although Super Cell will most likely not do it, they will most likely go down that path if they did.

How much gems?
In jungle heat winning clan get 2200 gems. Our clan wins war very week .
Here i am saying people do lot of upgrades quickly through gems. After using so much of elixir & effort , we are getting nothing. On war day we use minimum half a million elixir in donation & attack. Supercell should give gems to a winning team . People will upgrade & play more to get gems.
It would need to be a bit challenging. Maybe not to most heroic, but it would have to be earned. Maybe if all attacks are used? Or everyone that got 6 stars in the war got 5/10 gems?

I think you need to get rid of only the most heroic attack sand defense, but instead as a loot bonus you could get a certain amount of gems from each base if you win, like the new loot bonus system works in clan wars

agree and disagree with some comments above...
- although awarding gems to only Heroic Attack/Defense is a good idea, it does allow someone low to attempt to go too high and make your whole war fail as a team. (Defense you can't really control), which defeats the point of team work (i wouldn't go with this idea)
- awarding gems to people that get 6 stars from their 2 attacks is a good idea, but it means more high level people in your war may attack much lower leaving the higher level folks to your lower level mates (i wouldn't go with this idea either)
since this is a team effort, i think it should be award for the entire team if you all win. however, 25 gems would be nice but i think for SuperCell it would be too much. realistically, i could see them probably awarding like, 5 gems (the amount of how much you would typically get from removing an obstacle). it's kind of like the loot, if your team wins the war you get the full loot, otherwise you get 20%...so maybe it might up the team's cohesiveness...

This isn't a bad idea, but it's never going to happen.

That's 1250 gems per winning clan of 50 members = MILLIONS in lost revenue for SC.
While it's a good idea from the players perspective for supercell it's bad because clash of clans is a free game so they make their money off of selling gems to people
Or, instead of gems I would think that winning an extraneous amount of trophies would be really cool and another side to clan wars, instead of loot or alongside it split up some how. THANK YOU

They monitor the forums and step in when things get off track or post important info.
I think winnings gems from wars is a bad idea. Its easily exploitable and abused. Wars don't cost anything to set up. And you want a premium prize for a free clan war (troop elixir doesn't count)
I can see gems being implemented as a war reward within the context of the often requested "war tournament" concept in much the same way as they are rewarded for the 2 week leagues today. The top 3 clans in the world get some reward spread across their top war performers of that tournament. It makes sense and would motivate the upper echelon players to continue participating but most of us would never have access to them.
Giving out free gems is at it's very core a bad idea for SC in general. This is why they likely have an army of business analysts trying to figure out just how many free ones will entice people to buy more -vs- how many will make them feel like they don't need to buy any. So far they are doing an extremely good job of figuring out where that line is.
Why don't we just have free gems for everything, win a raid? Take some gems!
It's premium currency people. There's ways to get it free but you shouldn't get it free for EVERYTHING you do.
Free gems are meant to be a taste. We all got our taste. Just like sample foods at Sams Club. If they just giving you free samples, will you ever bother to buy the full meal?
Eventually, you have to accept the fact that you've gotten your taste of the glory that is Gems and you can either lay awake at night dreaming of Scrouge McDucking around a vault full of gems or you whip out your wallet and get some!
