How about this: Those who receive the most heroic defence and most heroic attack by the the end of the war will receive a packet of 25 gems. This should encourage people to attack stronger bases and work harder to strengthen their own defences. The initial idea can surely be built upon.
I feel that I would be super rich in gems right now because our clan has won 18 wars. I don't think gems to the winning clan is a good idea.
I like this twist on the idea better because it is a bit more difficult to be the Most Heroic something. Although Super Cell will most likely not do it, they will most likely go down that path if they did.
would be nice to get some gems for war,...but it would have to be very regulated like 5 or 10 gems per win. if that

How much gems?
In jungle heat winning clan get 2200 gems. Our clan wins war very week .
Here i am saying people do lot of upgrades quickly through gems. After using so much of elixir & effort , we are getting nothing. On war day we use minimum half a million elixir in donation & attack. Supercell should give gems to a winning team . People will upgrade & play more to get gems.
It would need to be a bit challenging. Maybe not to most heroic, but it would have to be earned. Maybe if all attacks are used? Or everyone that got 6 stars in the war got 5/10 gems?
