I've been able to watch about three attacks live. Most of the time the button does not show. Not sure what the 'rules' are for when it's there and when it's not.

Only the first 30 sec of the attack you have the possibility to watch live. Afterwards you won't have that option, so you have to be quick.

That explains it.
As of the recent maintenance it is 45 seconds.
