Make hero's & spells usable while upgrading.
I'm sure this has been requested before. If so I'm merely here to add a voice. The hero's, and to a lesser degree the spells, are a huge staple to attacks/defense once you reach the levels of receiving them. And that to go without them for a period of time is somewhat mind boggling on many different factors.
One, you gain these cool things to use except they aren't usable if you progress, and progress is one of the bigger/biggest drives to keeping interest in something. If you take away that interesting part then what's the point? At least until they finish, which is days, weeks, months of without. Especially when that part become a staple for success an further progress in other areas of playing the game.
Secondly, let's say you change hero's/spells to be usable like the CC while upgrading, you'll have that much more interest at ALL levels of the game and not just at max. This would keep more people playing, and more playing more actively, which in the bigger picture maintains a healthier environment to play in and keeps people spending time/money on CoC.
And finally I don't see any negative implications of making this change. It benefits the players and nor should it be detrimental to the business end. If anything it might improve it, again especially hero's, as people can now experience them more in battle they might be more willing to spend more for the sake of that next level of progress.

They are not usable in attacks

If heroes and spell factory are upgrading they are useless in attacks.
