I think there should be a list to add people in a war. So if there is an inactive person that you don't want to kick out you can just click on him in the castle and put as inactive so he can't be in the war. Or when you are about to search for an opponent clan for war have a list of everybody in your clan and you can click a check mark or an x mark to add people to the upcoming war or leave them out of it.
