2nd Dragon Barrack, Lvl 2 Dragon, or Rage Spell Lvl4, or Lvl 4 Balloon?

Right now (at TH7), I have enough elixir for a Level Four Balloon, a second level nine barracks, and a rage spell level 4, but close enough to get a Dragon level two with gems. The thing I've been wondering about though, is which one should I upgrade?

• The Rage Spell in my mind, was the best bet. I use it in EVERY RAID (two of them). This would've been a no brainer, if it wasn't for just a minor boost.
• A Level 2 Dragon is kinda what stopped me from completely choosing Rage Spell. Yea, I actually only use a Dragon once in a while (like once in three times at the minimum), and I only use ONE Dragon, but they're such a valuable troop to donate to my clanmates and can be a lifesaver. Then again, my clan mates donate level four dragons all the time. I just added this because I'm pretty sure this is what an average person would say, but maybe this story could be different.
• Another Dragon Barracks could be something that might be useful, once in a blue moon. The only reason why I could think of using this would be for emergencies of a whole dragon raid.
• Level 4 Balloon is something I may never choose. I just added this so I could see your guys' responses.

Yea, the answer is probably completely obvious in my face, but I don't want to make the wong decision.
