This is ruled out, sorry.
I expect (well guess really) they might worry that people would use it to inflate their donates, increase their Friend in Need, and SuperCell would have to give away gems.

Ive noticed some of our lower level clan mates complaining about top members not donatingin a 40 person and 25 person clan. The top 5 guys in our clan fill up 20 clan wars castles every war and this donating is not abkle to be accounted for and it should be.

I can see why they did though since people could just donate a bunch of barbs or archers to inflate their donations. BUT, I have an alternate idea. The war donations would still count towards total donations, but there would be a cool down time. Like somebody could donate to 3 clan castles and then they have to wait 12 hours or something.

So in a 50 man clan a minimum of 15 people have to donate for war. Will all 15 have the max troops that is required for war castles?
Most wars, I take up the responsibility to fill 40 clan castles with dragons or wizards. I do about 80% or until my elixer runs out. I'm not the only one, there's about 5 of us that do it regularly. We don't complain, we do it for the good of the clan. Nothing satisfies me more than watching my dragon or wizard successfully defend a clan mates base.
With adding incentive to donate, you risk low levels putting low level but high donation count troops in order to booster their count and gain achievements. I definitely vote no.
It's likely that not all of the members have max troops, but maybe the ones who have lower level troops would have donating restrictions. Like if they have lvl 1 troops, they can only donate to one castle. If they have lvl 2 they can donate to 2 castles, if they have lvl 3 they can donate to 3, and so on and max troops can donate to as many as they want. Or, there could be a restriction on the number of troops. This wouldn't consider housing space, but simply the number of troops. For example, people would spam donations and just donate a bunch of goblins or something but could only donate 10 or so. That would only take up 10 housing space. But, like in your case, you could still donate lots of wizards and/or dragons and fill more castles because they take up more housing space. Another idea to prevent low levels putting lots of low lvl troops in would be that they can only donate to people in the clan that have the same level troops. Do you have any suggestions?

Now you want a custom algorithm matrix for who can donate what?
My suggestion is to keep it the same. By incentivizing this donations, you'll get people to donate those troops. Our low level players are the ones that NEED the maxed troops. I don't want ANYONE to have lvl 1 troops, why would you?
I want maxed troops up and down my clan map. And many people won't catch unwanted troops in time before war in order to dump them.
I want the win, I'll donate the troops. Last war I spent 700k in elixer I war castles alone. Many of our lower players got defended and it felt great knowing my troops helped make it possible.
then my bro would have over 250,000 donations by the end of the season XD
To stop abuse u simply allow clan members to donate to another member only once.
2nd, if the troops are deleted, then they will be deducted from ur "troops donated" total.
If members don't folow up on the troops donated to them, maybe they should not be in a clan.
if it is important for u to win ur clan wars then u should take more consideration of who u let join ur clan. Maybe add a disclaimer to clan home page. Advising new members not to donate troops without approval or be subject to dismissal from the clan.
Since we can now dismiss clan castle troops, I could get a buddy to keep dismissing all the troops i give him as just donate him more. I could get virtually unlimited donations
