The problem with 'forced' pushes are just that, most times pushing involves the use of troops that are much greater in train cost and train time, not to mention the lack of experience with using these new compositions in an actual battle against a base equipped to repel attackers.
I am in a farming clan, and during our first few clan wars it was an utter disaster, lots of pressure to win that star or stars.. failure hurts the clan as a whole, (win as a clan, lose as a clan) and the time factor. the only cure is gems. since they cut the training times down due to boosts.. but being farmers, farming is our way to avoid using gems, cheap troops and attack often. that is how we did things.
so that is where the caveat comes in. farmers like to use cheap troops that train fast, get the loots and get out. winning that star is only for the higher leagues bonuses, and its just; a bonus. nice, but non essential for them.
when cupping however, you need to get the stars to truly WIN in that area of the arena. again this takes much more time to train a proper army and uses VASTLY more resources than the typical farming set up can sustain. IME when trophy hunting, the bases that offered the most trophies that I was confident I could at least one star, were the ones with the fewest amounts of loot available, often not even enough to cover the cost of my expensive build!
I did a push on my own when my bases neared max at TH 7,8 and now 9. I always had a tough time transitioning from my pitch fork and straw hat, to wearing my sword and shield (winning cups on defense) for cupping purposes. the dynamic is far different. especially the cost and time factor.. I can farm all day seems.. only bummed out when I miss that mega loot grab. but trophy hunting is a lot more stressful, when you spend all that time training an expensive army and don't win it can be disheartening.. and seem like a waste of resources that you feel like you could have spent on an upgrade to your base :(
hope that helps your understanding of the folks who don't want to participate.
I do agree it will round them out, and maybe the answer is to have them build overnight mass Drags or PEKKA wizard to try out some new compositions at a minimal cost, that way they can attack a stronger base layout and not feel the sting too hard fro their farming needs.
