just set up some rules that weed out inactive players.
active players will rise in their TH level anyhow and therefore in their league.
rules could be: no league shield on tuesday night, kick.
inactive in a clanwar, kick
donating less then 150 per season, kick
only two builders, kick (they wont be able to level up their base fast)
active players hate to be in a clan with inactive members. if you keep the inactive ones, it will drive the active players away.
if you kick somebody, always write clan message on why you did it, so people know you are just following the clan rules.
Kick them. It's fun.
honestly, boot ANY in-actives. Not inactive because the season just reset, but inactive because they are not interacting with the clan. Regardless of trophy lvl, anyone who is not communicating, participating, and actively trying to improve their game needs to be gone if you want to be a highly active war clan.
Decide on what you want your clan to be war/farming. Talk this over with the active/senior members. Develop some common sense rules around activity and leeching. Then tell people you will start enforcing these rules. Wait a day or so then start kicking the duds. When you kick someone drop a short post in clan chat... kicked for inactivity..kicked for 20 donations and 300 requests. If you then want to move the clan up the rankings do it by increasing the trophies required in increments of 200. This trophy requirement should only apply to new members, existing members that remain should already be the active members. You don't want people worrying about being kicked because the trophy requirement has been raised to 1200 and they are farming at 1000.

You should not suck up to anyone just because they are good at a game, because the more special treatment you give them, the more they will take advantage of it. If those top players in your clan really want to stay, they will. You want people to join your clan for the thrill of it, not because of the special treatment. I know it is harder to recruit new members without sucking up to them, but trust me, if you get people to join because they want to, it will pay off in the long run.
