Ive set my clan to open dropped requirements, invited people I know and no matter what I cant get more than 46 clan members. Then when I start a clan war, It only uses 40 members, even if I have 46 members.

It means 2 or more of your members aren't eligible to participate and then the number is rounded down so 40 can.
Any idea on why I cant get more than 46 members?
