Should I upgrade pekkas to level 2 or rage spell to level 4?
It depends. If you're looking for a stronger CW army you may get more mileage out of your pekkas. If you're looking to simply farm and attacking with dragons in CW, then rage all the way.Quote:

It depends what you use more the spell or pekkas, but in my opinion go with the rage spell because most people commonly use the rage spell
Rage, you can use it with more variety.
Pekkas are fairly limited in ability. Rage gives a larger variety in attacking and is more helpful in farming. I say go for rage :)
