Topaz Labs is a filter series developed for Photoshop and they do various things to your images. The most popular would have to be Topaz Clean. It has the ability to do many things but my favorite would be to "clean" up the image by removing sharp edges and everything while keeping the colors and such in order. Idk if the torrent programs have filed but if there is a plug-in file move the topaz file to the "plug-in" file.

Topaz is a filter that "smoothes out the tag" most people wouldn't recommend it as it is "overused". If used right it goes out well.
