Clan penalty

I have a clan and i was very sad when i dont found any kind of clever punishment againist players, that dont accept clan rules. Yes, you can kick them, but they will get to another and your clan dont get anything back from him.
So i thought and i made a idea of clan penalty, which cuts him some gold and/or elixir if he does something unallowed by your rules. This gold and elixir could be destroyed or stored in building epic monumental statue(i really dont know where to spend it, maybe use some of the other ideas, like clan village etc.), but it will not stay in his hands, so from this moment he will accept all rules, because he dont want to get penalty anymore. I know that this idea is a little bit uncompleted, but i think, that something like this could be really usefull.

I see. So you think it would be a good idea for someone else to be able to arbitrarily decide whether or not you have broken a rule and to take resources away or otherwise punish people for it.

I think you should take the time to think clearly what you are trying to propose before spewing out a messy thought process that we are left to decipher.

Either way, this sounds unnecessary. Just kick them and cut your losses, which is probably just a bit of elixir spent donating troops to them. Small loss. Move on with your lives.

I believe taking loot from the storages is far too severe a punishment. Seriously, I would rather be kicked.
