In the clan configuration page, set a maximum amount of troops that somebody has been donated but has not donated back and let the server automatically kick those users from the clan, and possibly add them to the clan blacklist. For instance, if the limit is 300 troops, and somebody has donated 50 troops, when this member receives troop 351 from other clan member then is autokicked.
I get like 1,000 troops per week from my people of my clan I donate like 50-100 a week.
That wouldn't be tolerated in my clan. We ask everybody to donate, if they are beginners doesn't matter if they donate weak troops, but we don't like to have always the same people that ask for donations and the same people that donate and receive nothing. And I see this is common in other clans. Just it is annoying to have to control donations in the whole clan because there is always one or two that do not donate.
In case I didn't explain myself properly, this feature would be configurable. The leader or coleaders could set a donation unbalance limit, if they wish. It does not have to be 300 troops, it could be any number they think is appropriate.
only issue i see is if 1 person request for troops and no1 else requests, so its not that your not donating is that there's no1 asking for troops.
personally i think leaders should keep watch themselves and then decide to kick or not.

Leaders and coleaders should be the example to follow. If they break the rule, exemplary punishment!! Coleaders would simply be kicked, and for the case of leaders there are already rules that set the next leader automatically when the current leader leaves the clan.
By the way, I'm a clan leader and I can tell nobody will follow your rules if you as leader do not respect them. If I owe too many troops, I stop asking for troops and donate more. You just have to check in the clan member list the status of your donations, not that hard. But to have to check the donations of everyone else is quite annoying.
