Dear my name,
Greetings from iTunes Store Support team. My name is Udhay and I am happy to assist you today.
I understand that you are unable to use the In-App "Bag of Gems [From: Clash of Clans]" as your iOS device was broken and you would like us to reverse the charge. I know you must be eager to receive refund for the purchase and I would be happy to assist you with this issue.
Michelle, I would like to inform you that, I’ve reviewed your case, and refunded your unintentional purchase of the In-App "Bag of Gems" from the app "Clash of Clans." Please note that this is a one-time exception, as the iTunes Store Terms and Conditions state that all sales are final.
In seven to ten business days, a credit of 11.29 CAD should be posted to the credit card that appears on the receipt for the purchase. If you have not received credited amount after ten business days, I would suggest you to contact your financial institution.
To restrict In-App purchases on your iOS device, see this article:
Restricting In-App Purchases

I hope the information provided will resolve your issue.
If you have any further queries regarding iTunes Store, please reply. We will be happy to assist you. Thank you for being an iTunes Store customer.

Additional Comments
I made this purchase just before my device was broken and can no longer use the item purchased ...I have contacted them about this problem but its been over 4 weeks since I have contacted them and they have yet to fix my problem. I have made other purchases for my children and those are ok but this one I would like refunded as I can no longer use the product that I purchased it for. I know it may be a long shot but their customer service is terrible and there is no point in paying for something I cant use.
