2nd level wall vs town hall level 4

I'm a newbie with about 25 hours left and I'm about to work on my defense. I can easily buy the one archer tower, one mortar, 50 walls, and one extra canon that I can buy with my level 3 town hall. I can easily add levels to these things (except the walls). After that, I should still have funds to do one of two things:
- level up the walls to level 2 (boy that's expensive)
- upgrade town hall to level 4 and and get one extra archer tower and maybe buy one air defense

What do you think is the better option?

First of all, if you have used gems, start over. Secondly, max everything before you upgrade your town hall.
