He probably didn't update it until now and since he had no update, his base was unable to be attacked

Had a guy in my clan that stopped playing, several months later he was still being attacked. I'd check his base from time to time and even after 4 months I'd occasionally see his base was attacked
Dude, the update was like 2 weeks ago...
The previous ones did not alter the loot penalties. Only the most recent one has lately. The Hero update didn't change the percentages and neither did the lvl 6 troop one.
Edit: I think you are confusing this with the Hero update, at least I think it was that one, in which they raised the loot cap. In that update, though, they did not alter the penalties, though, and a raised cap has no bearing on tis discussion.
Friend who hasn't played in 5 months often gets 3 starred. ( I Visit his base just to see what happens to abandoned bases.) He deleted the game long ago.
Yep, that is exactly the thing. There has always been conflicting reports on this. I don't know if they only take out a certian percentage or remove them if a certain set of criteria is met or what, but it is an unsolved mystery. Based on the amount of inactives that are seen in the game, though, they undoubtedly do something.

I attacked it and completed the challenge on the screenshot challenge thread.
I think that is very lucky and say congratulations on the easy raid.
That doesn't prove anything at all, though. You have no way of knowing how long that account has been inactive. In addition, these kimds of raids would be as common as normal ones if they left all the inactives. All of the people that have ever quit this game would comprise a much more significant percentage of the total raidable population.
Never mind - I see that this is a bumped post so no need to give my opinion on something 'abonded'.
