I would eventually like to see an option to give members a choice to war or not, to avoid having non-active members or not as active members dragged into a war that they ultimately do not participate in and end up giving the opposing team free stars.

The co/leader should be the ones to determine this.
If a member has recently joined, they can get to know him and his raiding before he can officially participate in their clan wars.
OMG, so good this idea, trust me , if supercell implements this, could just beast the game so much!

Then threads like this will be replaced with....
"OMG top/op clan cherry picked their top 10 guys and now my noob clan of 10 has to fight them!!!!"
"My clan can't start clan wars! I have 20 people in my clan and 11 have opt out, give us feature to force people to opt in!!!!"
