One of the things that people complain about hoppers is that they take donated troops with them once they leave. So why not lock troops donated to clan? So once they leave troops are automatically flushed, I think by this hopper's CC will still have the request option lock for the amount of time you decide or keep the same amount you have right now. For the donator everything would stay the same but would be a bit happier knowing troops he/she donated are not stolen.
Or just put the rule on your clan to not donate to new people until they donate
that would work better, I am sure

What happens when the clan starts or when the leagues reset? Clans will be meaningless because no one can request because no one has donated! (when the leagues reset it resets the # of troops donated)
Clans will only be for talk then and no one would be loyal, there would be even MORE hoppers.
Also my clan is fine with hoppers. It's a win win! We get XP and our donation count increases, while they have archers in their CC.
what happens if you get kicked is that fair if you go to sleep with a lvl 4 dragon and wake up to find it gone and it was never used.
