Obviously. If I have 3 lvl11 storages maxed out each storage destroyed is 100k.
if I have 2 lvl11 storages maxed out each storage destroyed is 150k.
so yes i would always upgrade storages first upon advancement to a new town hall with plentiful of upgrades. Hehehe
simply cos of above. Plus harder to get 50% if they decide to barge in. As more buildings is better than less.

When I got to th 8 i upgrade lab an had both storages upgrading non stop till they were lv 11 and i plan on doing the same for th 9
