It's time we do something about low level collectors

We're not talking town hall 3, we are talking about maxed out th 9s, maybe even th 10 bases with full lvl 9 or 10 walls who have yet to level up their collectors to max. They literally provide less than 1% of the resources they steal, back into the system. These players invest over 750 million into their base, most specifically walls and with their lvl 4 collectors, offer less than 1 million total resources back to other CoC players. Even the 'high' level collectors at 9, only offer a fraction of what goes back to other players. It is time we take a stand against this!
A simple solution? Once upgraded to town hall 7, one cannot upgrade to the next town hall without maxing out all collectors (at least gold). If town hall restriction would be deemed too severe, than restrict wall levels or number of defences. I have let this go too long without making a peep, as I would only see a few a week. The past two weeks, I have seen at least 5 a day. In excusable, fix this for the next update.
