Hi I'm currently at lvl60 almost max TH7 with only mines/collectors, dark barrack, and DE troop upgrades left. I'm planning to upgrade to TH8 soon.
1. Should I max mines/collectors (currently between lvl6-9). Do they useful in long term if I max them? I mostly get the resources from raiding.
2. Dark barrack is currently being built. Should I upgrade it and also upgrade the DE troops in lab before upgrading to TH8? This will take another few weeks and I can hardly wait to upgrade TH8 :(

I was also in that situation... I upgraded to th8 and im pretty happy :) just remember to have full storages and free builders when th is done ;)
Yeah start the upgrade forgot the mines and pumps. And forgot upgrading the dark troops, 10 days to upgrade minions is ridiculous. They only did that to get money. I'm currently TH8 level 72. I've maxed my mortars and almost maxed out the cannons. I've just started upgrading mines and pumps to max. They are currently level 8-9 :D

You seem like an active player, so I hope all of your walls are level 7. I highly recommend teslas to lvl 3 before going to th8 because you will neglect them when you get there. Also assuming your AD is upgraded nicely.
If this all checks out, there is no reason to wait to upgrade your TH. You can do some mines and collectors while waiting for the TH to upgrade. DE barracks is not worth it in the short term. Ignore them to be honest.
Hi ibthanos & JTHIB, my walls are all nice dark purple. Teslas are all lvl3. So you're right I'm active, and lil bit addicted! :D
One AD is being upgraded to lvl5 (3d left). I'll upgrade the other one later during TH upgrade.
I'm glad I'm on the right track to TH8! Can hardly wait!

I'm lv64 and staying at th7 to max my walls and DE stuff but you can go ahead;)
How're your mines/collectors pinser? Did you max upgrade them? Any special reason why you max the DE troop?
Btw I just leveled up to 63. I was previously 60.. stupid bug. I rechecked in my clan page I'm now 63.
I have 6 Days unitill my TH8 finishes. Will have maxed Gold/Elixir (4MIL) by then...
What should I upgrade first?
