Marika specifically said they take extra special care of their most valuable members in a youtube vid,so it's obvious why they allow this to happen as often as we hear it does. No matter how many times these players break the tos by selling/buying accounts,having several accounts,and using jailbroken devices to gain a huge advantages as long as they are spending money to stay at the top supercell will let them slide.
