Meh, pick better co leaders.
I believe that elder has a longer cool down than co-leader does. Sounds like you may have given the co-leader rank to someone that you shouldn't have. :(
I gave it to someone I trusted 4 month later. Everyone gets kicjed
co leaders must be 100% trusted people. choose them wisely! if you have doubts do not make co-leaders :)

I would say the problem is that coleaders can promote others to coleader. This is more or less the same problem as when elders could promote everyone. Only Leaders should be able to promote anyone to coleaders.
