Think about it...going from 3000/hour to 4000/hour is a 33% increase in gold/elixir production. It's not like CW or League bonuses that gets balanced out a bit with searching cost/winning and expensive troop building cost, it's a pure 33% increase overall gold/elixir production in the game...might make a lot of people happy, but it'll also make farming MUCH easier and shorten Clash of Clans life span a lot since people can max out easier (you'll see tons of people with fairly high level walls also). People will use gem boosting a lot less and would SC wouldn't want that. On top of SCs reduced income, they have to then provide more updates to fill the demands for new things in-game since people are maxing out faster now.
There's a reason why SC doesn't directly increase global resources...league bonuses require you to win a battle, CW requires you to build expensive armies, and the revamped looting system really didn't do anything beside faster exchange of resources between higher level players.
