Not to max everything is the best advice if you're active. Loot at TH9 is great. Especially for DE. Then there is no point to maxed BK at TH8.
Now I have about 95% lv9 walls because I didn't maxed everything.
If you are not active, then finish all defenses then go up.
Most of people that is complaining about TH9 loot are collector raiders. But with lv6 giants and AQ, you will be
able to raid storage bases easily. (Or even without an AQ)
Then, if you are active, I would recommend you to do those things before upgrade to TH9.
- Maxed farming troops.
- Maxed lv 7 walls.
- Maxed lv 8 walls. (Not a must but recommended because most of active farmers finish this in ~25 days.)
- Overflowing Elixir.
- 40k DE (to get AQ)
- Maxed splash defenses (Not a must but recommended)
