I was thinking that there could be like a wait list of sorts for the rest of the clan that is not participating that is in effect once the clan war starts (ie:reserve attackers / substitutions). If someone leaves, the person at the top is allowed to attack but the person who left still has to defend. This would help solve the problem of having unused attacks at the end.
As a way to make sure clan leaders don't kick out members, don't allow reserve attackers to fill in for someone who was kicked. Also if someone is AFK for the 2 days for some reason, the clan leaders can substitute the person at the top of the list for someone who is not participating.
