There are only two reasons why a particular member may be ineligible for war.
(1) They left a clan when they were participating in war. They can't be part of another war until the first war ends.
(2) They are one of the bottom 1-4 in your clan. In any situation there can only be a multiple of 5 eligible members. If a clan's population is not a multiple of 5, the remainder are excluded from the bottom up.
