Mine are maxed, I always carry one or two for killing cc and heroes. They're an amazing cc troop as well vs ground troops. They destroy farming armies and even heavy giant healer.
If I was SC and I wanted them to be used outside of a donation troop, I would make is more cost effective and give a minor stat boost. But the real deal-breaker for me is how slow they are when attacking. I think its almost 2 seconds between attacks, thats ridiculous.
