1800 has been good the past few days for me and my clan. Loots a little low the past 2 hours but I have 700k right now at 7:30 PM and I should be able to get another level 11 wall tonight.

but we have several up in Master and it's the same as always.

Loot Differs in the range of cups where you are/ The time which you are playing in.

I don't think he's lying, maybe just more lucky.
I have been there too and it sucked big time. No collector raids at all and only storages that require a full loon army + at least two spells..
Same for most ranges I go to btw. Getting ♥♥♥♥ loot for over a month straight now. I even have idle builders from time to time...
