My ideas: Neighborhood funds

Hi, i saw threads coming out asking for bank transfer of coins and increasing of neighbourhood capacity. So i am thinking why not come out with Neighbourhood bank account where members can all put money in that accounts and using the money to
1. Help weaker players
2. Upgrade the neighborhood capacity (maybe like 500k coins for 5 player capacity increment or something like that )

This will allow helping of weaker players. In addition, allow members to chip in their coins in the future development of the hood. So it allow members to have a sense of ownership and belonging to the hood. It would be much better to do so instead of just relying on the leader for the increment of hood. I don't think anyone want to use Expansion material to upgrade ^_^

How to control outflow?
Specific amount can be authorize by leader, co-leader or elder.For example, member A need 10k and the leader can transfer an absolute amount of 10k to the specific member using the neighbourhood bank account.

How to control inflow?
All players are allow to make contributions.

For that, i am thinking the more slot you open, the more coins you will need. And the increment will be exponentially. What is the specific amount of coins will be decide by supercell (maybe tied to the average amount of coins each player have or something). This will help solve the issue of high level players have too much coins and don't know where to spend and low player will have too little coins till they are fed up with the game.

so is the idea pausible??:)
