Archers. Balloons should be near last in line to upgrade unless you use them religiously (and you really shouldn't be at your level)
I guess that you're TH5. I have LVL2 baloons on TH7. Don't worry about them.

Honestly, u wouldn't use balloons until TH8 or 9.
They are weak until level 6...when the balloon+minion strategy actually works.
Archers......
100% archers. Balloons are not really strong until level 6 with the balloon + minion strategy. I never really use balloons and never really bothered to upgrade them. I'm a town hall level 8 and I have level 3 balloons 😊
