upgrade clan castle or all my gold mines

Clan castle should be a higher priority I think. It helps on offense, defense, and allows you to hold more war loot. Gold mines are important too, but nowhere nearly as much so as the CC.

Clan castle will help YOU more, but if we get everyone(too bad only like 1% of CoC actually checks the forums:() to max mines and drills, loot will get better.
