Ok...good point. But you know how clan wars is determined? By the level of defenses and stuff? Why not the same for normal match-making loot penalty?

Because players want the freedom to attack with a certain goal in mind. It isn't always going to be the same, sometimes you just want gold from collector raids so you want to drop down to gold 2. Maybe you just want DE, so you will jump up to say crystal league somewhere. It would be very boring and frustrating if you are stuck always attacking the same types of bases simply because of your defense levels, which you can only increase.
Town hall nines already get too much from town hall eights....they get more then double off an eight then a seven even if the town hall eight just upgraded from seven two days ago
I say increase the loot penalty. The reason for this is the attack matching algorithm Supercell uses is flawed. There's some speculation that it depends on the number of trophies which makes it severely broken.
The reason I say double the penalty is that the amount of troops a fully upgraded army of a TH8 player can walk all over a TH6 town. The risk of failure isn't very high and the TH8 player can use fewer troops to attack a TH6 player vs another TH8 player. So the cost of the troops is minimal and the TH8 player is pretty much guaranteed 3 stars and loot.
The current system encourages bottom feeding instead of balanced play.
Why do people do that though? The game even warns you..
"Note: upgrading will reduce your loot from opponents with town hall x and under"
I think I saw that when I was moving to a six or seven, I am not sure. But ever since then I had the idea it was best to max everything before moving on.. Why? Because I do not want to be a "fake town hall nine or whatever" that still has the attack power of a town hall six with the loot penalty of a ten.
So why do it if the game warns you?
I haven't tested this yet as I just got to Th7 (yes you get that message when upgrading to TH7). However I have a theory that if I focus on offense the benefits outweigh the drawbacks. If I have a full set of level 5 walls but have my army upgraded fully to level 7 I can attack and bottom feed on TH6 or hit TH7 towns with a good chance of victory. I can get coin and trophies but I would lose only a few trophies and get a shield if someone hits my town.
Again I haven't tested this yet but it's only a theory.
Oh I know the message is there six to seven, just not sure if it is there four to five or five to six. (Pretty sure it was there five to six)
Other then that I have no idea what you are trying to say with this theory.
If you rush town hall say you are a six and rush to seven, not only do you have to still upgrade your troops that you would had to as a six but you got to do seven on top of that. So you are basically attacking at a town hall six force under a town hall seven penalty, that is why i did not do it, I felt the game made it obvious it was a bad idea? what is so attractive of rushing town halls? I still do not understand
