To answer your question, you may want to look on YouTube as I do not have much experience with Jailbreaking. Wiping it may be the only way to go. And some advice for you, spend at your own risk. I used to buy gems when I was a beginner but I am trying to stray away from it because my greed grew to big and it is just a game that is played on your Phone.

Milo, people are trying to help you - please be respectful to those who give up their time to help the community.
Their advice is correct, you can ONLY buy gems from the App Store or Google Play store. If you have a jailbroken device then you can still buy gems - I have my iPad 1 JB from years ago and it works fine.
In full if you have done something weird to your device that is stopping you from doing that then your best route is to:
a) Make sure you have your account linked to a Game Centre account
b) Do a factory reset of your device and re-install iOS from iTunes
c) Re-install clash from iTunes
d) Recover your account by logging back into Game Centre
Updating your device to a new iOS version should remove jailbreak...
