Getting those builders busy with the long TH10 upgrades, your extra 20 troop camp space, Inferno towers, 5 spells and higher level troops are all worth more than walls upgrades.
Builder ALWAYS comes off the th and onto the lab. ALWAYS. Wall breakers are a good starting choice and then choose based on what you want to raid with in clan wars. There is nothing here for you to farm (other than wallies), so if you want those level 4 dragons or level 6 wizards then go for it. The level 6 goblins are crazy good, but at th 10 I am not sure what you are using goblins for... Some giant, archer, etc. fluffy mix I guess.
Infernos next. You will have enough for 1 and then have to wait for a couple more mil for the other, but do this. Another option is 1 inferno and 1 xbow right off the bat, but I do not suggest this (xbow far less useful than inferno). Once you have them built it is your personal preference as to whether you want to upgrade them both together or do 1 at a time so as to always have 1 up for defense.
Upgrading the camps doesn't really help farming, but it does help in clan wars as the extra troops can make or break you. So this is a good place to spend some of that elixir when it isn't going into the lab. The drill can wait.
Good luck at th 10. It's nice that there are no more additional walls, so you can focus just on the structures without having to sink money here.
Defense order: Inferno > mortar > xbow (to 3) > wizard > cc > xbow (to 4).
