Im pretty much in the same boat as you. All lvl8 walls, a few 9s and probably gonna finish core b4 th10. All my elix troops are maxed and my only things not maxed in lab are Golem and Valk. I want to get heroes to 20 as ive seen how they make a huge difference. I also have all my arch towers left which wont last much longer. Thats what Im doing and thats the advice id give you. If you ever plan on doing level 9+ walls, do em at th9. You can make the double the gold/h than you can at th10. It's still good, but soooo much better at th9. And do not neglect your heroes, I'm speaking from personal experience. Especially now with CW, heroes are more important than ever. I have now been 1 and half months without my queen, still will be for some time.
On the other hand, if you don't feel like putting that much time into this game, then by all means go for th10. It is fun, not nearly as scary as people say it is. With the long upgrade time, you wont have any problems keeping builders busy. Watching hogs get burned to a crisp is more fun than anything else I imagine.
Anyway, what I'm trying to say is, do whatever will make this game more enjoyable for you. It isnt worth anything, if you're not having fun. My 2 cents, good luck!

You're probably further along than I was when I went to TH10. You got a couple of levels of heros more than me and I still had 86 lvl 7 walls. I had done hogs, witch and all buildings.
I've had no problems. Only two serious attacks. The first was on day 1 or 2 against my TH9 base and the second was this morning. 37 hogs and four spells for 46k/31k/0.

Stay as long as you want, but I think lvl 20 heroes and all lvl 9 walls is good enough. That gets a lot of brutal farming done and helps keep unwanted guests off your lawn.
Do it now. The th10 upgrades are long, and await you. Unless you want to win defends, get ALL lvl 9 walls.
My take
I am a mid-Th10 with lvl 7 walls (mostly), when I hit Th10 my heros were lvl 15 and 16.
After you max defenses, weather or not you stay is up to you.
Pros Th 9
Speed farming is still possible
You get access to the much easier to raid Th8 players
Defenses are pretty solid
Cons of Th9
Good Th10 players using hogs see you was fresh meat
20 less troops and 1 less spell
Less DE (1 less drill)
No access to the Freeze spell - so attacking TH10 players for more than 50% is a tough cookie
Huge defensive disadvantage compared to Th10
Pros of Th10
Extra Offensive Power (spells, troops, upper tier troop levels)
Access to the Freeze Spell
Lazy farming is effective at this Th level (but please note, a good Th9 player can do this as well)
Huge defensive advantage once infernos are leveled
DE is easy to come by if willing to farm in masters
Cons of Th10
Speed farming is nearly impossible or at the very least highly inconsistent
No more access to Th8 players, Th9 players are much tougher to raid
Absolutely huge upgrade times
If you throw clan wars into the mix. I think an early but properly leveled Th10, is much tougher than a fully maxed Th9. Its one of my biggest beefs with inferno towers. You add this to Th8 defenses, and you are pretty much tougher than a fully maxed Th9.
A note on walls: TH10 style attacks are primarily of a few variations
Mass Loons
Mass Hogs - If lower in trophy count, you see more of a hog/giant/wizard and/or archer mix sometimes with healers
Mass Dragons (see a pattern here?)
GoWi Variations (this and dragons aren't common until Masters II)
Of those 4 attack methods, only GoWi is slowed down by walls. Farming comps using a hog/giant mix will have a tough time with infernos and lvl 6 giants struggle with Th10 firepower. If you are high enough in trophy count to see GoWi attacks regularly - chances are that they come with level 20+ heros. With high level heros following a GoWi style attack, its tough to hold an attack to less than 1 star anyway.
For me moving to Th10 was great. I like to push farm and I absolutly hate grinding out walls. I also value heros more than walls. I also enjoy clan wars, and being a Th10 is a big advantage - most players don't know how to attack a Th10 player.
I just got my TH10 a few days back.
I maxed all my TH9 defensive structures except for my walls which I got 155 L9 walls and in all honesty I get bored with non-stop farming so called it quits. 155 is more than enough for me and I'm happy with my walls now. My heroes are low at L10 and L14 but at the same time I now only have golem L4-5 and minions L6 (which I could care less about anyways) to do in my lab so all my DE can go to heroes for some time.
To me it was all about the time. I find non stop farming mind numbing and I'm not one of these people who thinks the coolest part of this game is completing L10 walls or higher. Some people enjoy that, I don't. I wanted the new goodies at TH10. I already have both IT building as well as my third xbow. The new DE drill will help out greatly as well when it is finished upgrading to max level after 3-4 weeks.
That's just my experience on it as a 3 day old TH10. My base is on my sig if you want to take a look and compare.
