So I'm with 640 trophies bronze 1 and the other dude is 900+ silver 2, how is he able to attack me?

He probably revenged you. There is no trophy restrictions on a revenge attack.

When he attacked you you guys were probably within 200 trophies of eachother and that's how matchmaking works

trophy counts change. its possible when he attacked you, you were in his range and when u saw him he had a higher trophy count
