If you can't control your son enough to have him not access public chat, but allow him to have unlimited access, unsupervised, of the internet, then there might be something wrong, but that isn't really on topic. Public chat has report, and ignore features, which is honestly more then most online games, I think Supercell has done a great job making Public chat, and Clash a very safe place, that is doubled if your child is 13+, and smart enough to not give out personal information to random people, or to simply ignore Public chat, which is what I do most of the time.
You asked one of the other posters on this thread if he/she was a parent, I will tell you right now that I am not a parent, but this doesn't discount any of my above points. I feel very protective to some people, who I allow to play this game at my house (my nephew and niece for example) they are over at my house quite often, and I am very pleased with how SC has made public chat very safe, and not mandatory. Nobody HAS to use it, and even if they did, there is almost 0 negative content on there.
