Village Visits to Prepare for Revenge - Villages still Destroyed?

Hi there,

I'm new to CoC, so forgive me if this is a dumb question. If our villages are quickly repaired after a visit, why is it that when I go to scope out an attacker's village for revenge, their village is showing everything is destroyed and thus indicating there is nothing to raid?

Is there some sort of "cloaking device" that essentially HIDES what a village really has to deter from being revenge attacked?

They were attacked by someone else and are under a shield, but haven't logged on yet. You will have to wait to revenge them until they don't have a shield.
