No it's not how he understood the message. It's just a likely reason why even stopping the timer doesn't help.

I'm guessing all these people saying they are procrastinating have never played in a closely timed team effort game. If you did you would know its a strategy.
if you see the war is close you hold all attacks until near the war ends so that the opponent thinks the have won. Before the war ends those that saved will do a last minute push in order to pass the enemy without giving them time to retaliate.
The problem OP has is that the maintinance messed up the strategy.
1. It's not their fault that they do not check the forums every hour. They had no reason to think a break would happen. In addition they have lives. They have priorities and checking the forums probably isn't near the top.
2. They have lives. Even if the war was paused. Some people have more important things to do than sit and wait for the break to end. As the OP stated, they have WORK. WORK > CoC.
A simple solution could just, as others said, to put a in game warning message with abundant time before the break. Probably in the inbox so that they see the notification and check it. That would give everyone enough time to adjust their plans. This won't fix all cases, but it would help more than a forum notification.
Despite this, fanboys will be fanboys. Their extreme need to ♥♥♥♥ to everything supercell will always cloud their judgement.
Would be rather foolish opponent if they would stop to raid just because they have a small lead. If the other team has raids left then the base assumption is they will make them. After that it is simply a estimation can they catch up. Like in our wars the opponents top guys have used their raids, but our top bases are untouched. Even if the opposing clan had their raids left it was very unlikely their mid and low guys would be able to score even one star against our top guys.
Things happend so waiting out seems foolish if you care about winning the clan wars that much. You could lose connection at your home, cafe, work. There could be myriade real life issues that require you to do something else except play a little mobile game.
Actually there is an in-game message/warning that pops up when a mainentance break is coming. Though it pops up only 5 minutes before the break.
Yes it can happend but still seems quite risky as internet connection is not fool proof, nor is real life or anything else you can not control. SC action is just one aspect of things that can happend so why delay needlessly. Star earned is a star gained and something the other team has to also get.
The situation seems bit same as one guy was complaining that they were adjusting their strategy based on one top guy leaving the opposing clan. Our clan works with the number of stars either side has gained and how many raids everyone has left. Those are things that have no speculative side to them. Then we can speculate how many starsthe other team might get, if their top guys havedone their raids and their mid or low guys would have to raid our top guys we can take a risk and start harvesting outside th's for ear bonus loots.
Saving your best attacks til the end isn't the best policy unless you're losing by a tiny bit. My clan starts right out of the gate with 40+ attacks and all of our strongest attackers tearing apart their top players. Fear is a useful tool, some clans will give up if it starts 50-0 within the first hour.
But yeah timers are paused, SC can't wait til noones near the end of a war to update, then they would never update. No clan is special and if maintenance messes you up, that's bad luck.
You missed the point. If, as people suggested, the issue is that all his top players were available for the next 30 minutes, but absolutely could not be available for 45 minutes, he'd have needed more than 48-hour notice to adjust the precise time they pressed the battle button to hit this narrow window of opportunity. Just to be safe, the maintenance notice would need to be at least 72 hours in advance, or else we'll be inundated with threads about how there was a warning, but they didn't login to see it in time. Better make it 96 hours in case someone has to shuffle their schedule or line up a babysitter.
Let's just make it a rule that whenever anything is broken, Supercell doesn't fix it for at least 120 hours to give this clan the opportunity to plan a precise timetable. Never mind the fact that the maintenance break didn't interrupt the battle timer or that it affected both teams equally.
