Hoppers are part of the game and add another dimension, things are quite ok as they are.
There are plenty of methods to help prevent hoppers, dont offer high level troops as an incentive to join, have people donate a specific number before they can request check their friend in need stats, fill their cc with 1 gob and boot if they ask for a high level troops straight off the bat.
I like the game just the way it is.

Not wanting to spoil anyone's idea, but I raised this up earlier and in my opinion a history of a player is personal and should remain so if the player wishes it. Not that I'm a hopper, but yeah. I would like to bring up the real-life equivalent of this, the credit rating scheme. Banks get annoyed at people who don't pay their debts, the same way clans get annoyed at hoppers. There are, and there always will be, people who used to hop clans, who have changed, now this could severely impact their future as a player.
Now, i understand that the potential benefits of this can far outweigh the negatives listed above, but every development has a drawback and this is just one of them that had be pointed out before it is implemented in-game.
I thought if you left a clan then came back to visit with friends, you can still take part of clan war of your original clan.
I think they can just increase the clan war participation cool down?
Meaning if they join and a clan takes part in a war with in the first 12 hours? they can't take part.
Also you can put the clan on invite only so when someone asks you can let them join or reject based on layout, troop donation count, etc.
the ban time is too short since wars take 48 hours to run their course I don't care about people leaving when we are not in a war. I do however care when we are in the middle of one, and if the war is a close one with the enemy clan being as active as our usually is, then the join ban time should be sever. I am a primary donater in our clan i don't want to risk losing the amount of elixer i give to clan mates in the war, its taxing on my resources and if that person who left in the middle of war is the deciding factor of a loss I want to know he/she has been punished for it.
At least make a pop up when you leave a clan. Say you are leaving in the middle of a war, you will be banned from joining any clan for a week. or something give them a warning before they do it, give them the option to reconsider their decision. and only in the middle of war does this ban take effect. Reiteration: with a pop up message "are you sure you want to leave? there are penalties if you do!" it cancels out the innocents being affected. That's what I have to say.
When someone leaves for no reason and tries to come back I reject them with a message you left in the middle of war. and that's it but it doesn't help us that he left.
I've heard on global about groups of players who lost a war, leave their clan join the enemy clan wait for war to begin, dump goblins in the war castles and then leave the clan in the middle of the war. It is an easily exploitable strategy to really mess up another clan. But its been done,
Example:
if five lvl 50+ joined your clan where there only a few lvl 50's in there it would first match a clan with similar levels of
players, so more high level people to battle against. Two: they dump goblins in all your war castles, destroying any chance of effective defense with troops. Three, they leave a potential 30 stars in a war victory four, if they design their bases to be easily destroyed giving the enemy 30 free stars. advantage to the opposing clan.
Now I went pretty far with that one. but it can be done, and it most likely already has been done.
I have been in two clans since i started playing the first with the intention stated in the beginning of joining that clan that i would leave when I found my friends' clan where I know most of the people in the clan. And that's it. I am wary of letting random people. Based on this sole principle.
Perhaps we could research the players last five clans they were in and the duration in which they stayed. its not invasive its there to protect your clan from being screwed over.
People can't be in the war if the prep phase started before that cooldown is up...
Once the prep phase starts that is it, whoever is on that map is stuck there for "48 hours"
Also you never lose the defense donations so I am not sure what the real issue is in relation of your story?
If you get a new person during the war do not give them high end troops?
im merely stating how it could be severely abused. I give my players good troops the newbies get archers. that is not the issue, the issue is them leaving in the middle of the war and there is no punishment for it.

It doesnt take much, and it can be used a nice guideline to see who you are welcoming into your clan.
Hoppers and other players want the right to be able to jump around as they wish. And because there will be too many people taking effect by it to adjust a punishment, its only fair that the people who are trying to avoid them have a tool that will better help recognize these people.
So you think there is people out there that will stay in a clan for about 2-3 days just to troll a clan war?
I know you were trying to do that but I am not understanding the real abuse. We had people leave but after the war was over (once they do their two attacks, it really does not matter if they leave during the attack phase) Why "troll" for that long and do not gain anything?
