Why is it necessary to wait for 30 minute change a neighborhood?
I believe that is intended as a cooling off period to keep opportunistic players from jumping from one neighborhood to another. My neighborhood had several openings when I first joined, and players would often pop in and demand "help my boat" before even introducing themselves. If they didn't get an immediate response (crates of premium items) they flounced off, presumably to try their luck in another neighborhood.
ETA: sometimes they left anyway right after getting their crates filled, because getting what they could get was all they were after.
